Changes to RCEB criteria effective October 1, 2009 include the following:
Eligibility is restricted and "High risk" infants and toddlers will no longer be eligible for Early Start.
A new "Prevention Program" will be limited to case management and information & referral to other agencies for kids who don't meet the Early Start criteria from 24 months to 36 months.
All referrals for both Early Start and the Prevention Program will go through the dedicated telephone line for Early Start for eligibility determination.
To qualify for Early Start services under the category of having a developmental delay the child must have the following delays:
If the child is under 24 months, the delay must be at least 33% in one developmental area.
If the child is over 24 months, the delay must be 50% in one developmental area or 33% in two areas (but can't be both receptive and expressive language, which count as one area).
The age of the child at the time of the initial referral will be the age for consideration of eligibility. PLEASE REFER EARLY.
Use of private insurance:
Families in Early Start will be required to ask private insurance or health care plan to pay for medical services covered under the insurance or health plan. The RCEB Intake and Assessment will remain free.
